Blender & Displacement Mapping
After importing the helmet model into Blender i subdivided it and added the helmet texture over top as a uv map. I then carved the details into the model by applying it as a displacement map. There are several tutorials on how to apply displacement maps here.

Meshmixer & Clean Up
The quality of the texture and amount of subdivisions will affect the detail on your final result. After applying the displacement map, it will need cleanup as it will not be a smooth model. Meshmixer is not only good for cleaning up the outside surface of the helmet, it is a useful tool when it comes time to hollow out, resize, and cut out a hole to fit your head.
